The WordPress admin may show a banner saying premium tools will require a license, even if you have not enabled any.
Why this happens. Previously, the warning appeared on all sites regardless of whether any paid features were in use.
Current behavior. The message now appears only when at least one premium tool is enabled. If your site uses only free features, you no longer see the warning.
